I tested this and I didn’t experience any loss of damage when dropping Smoke Bomb. Lethal Cadence was working correctly and my third strikes from damaging abilities were being boosted correctly. Can you post a screenshot of your Smoke Bomb tree?
As for Smoke Bomb procing Lethal Cadence, this is because Smoke Bomb it’s counted as an unique ability trigger. For example, the same interaction happens with Flow in Bladedancer where using Smoke Bomb would help with building up your combo. I believe the intention of this design is that can benefit from this by using it in a combo such as purposely cast it during the first or second stack and using a damage ability during the third.

Foe and Llama are correct. Skill specialization levels slow down at lv18, if it appears that your skills are not leveling it is because you are in a zone that doesn’t give enough to see a visual change.
Shouldn’t this be fixed regardless since even by it’s wording it shouldn’t work like this? You never know what other interactions we will get in the future which might interact with this function and be broken. Better to nip it in the butt now before it becomes a problem in the future.
It should work if you look at the tooltip while spinning with a 2 hander, though I think it’s actually boost global melee damage with a 2 hander equipt verse just warpath last time I looked. Not sure if that intentional.
