Each patch in the game client there are changes that may affect modifications. If the modification does not work correctly after the patch, then we disable it and wait until the author of this modification updates it. Unfortunately, over time, some authors of modifications stop supporting their projects, and in this case, we are forced to remove the modification from the modpack.
The Running Lights mod stopped working after the next update and is no longer supported by the author, however, it has been replaced by a similar Movement Indicator mod from another author.

Your antivirus or similar programs may be blocking the modpack, try add the modpack in to the exceptions of your antivirus program, this may help.

You are right, some flags were removed from the mod because it violates the rules about the distribution of prohibited symbols. Unfortunately, the author of the mod does not want to fix and replace the icons, so the mod may probably stop working in one of the next patches.
