There are a couple of things you might want to try:
- Make sure, that the MS Visual C++ Redistributables (2015, 2017, 2019 and 2022) and .NET Framework are installed on your computer. You might want to double check that in your installed Apps section.
- When perfoming a clean install, make sure you delete all remaining HoI IV folders after de-install before re-installing, especially: Steam/SteamApps/common/HOI4 and Documents/Paradox/HOI4 (careful: the latter one contains the save game files as well, so you might want to back them up first).
