I don't know for sure, but I think the download gets tied to your google account, but not your RS account necessarily. If it was RS account tied, then people wouldn't be able to use mobile on multiple accounts, like they do.
Take that with a grain of salt though.
Yeah, it's Google Account tied, as long as the cap is open you can download :)

Thought I'd just clear up why we're asking
In short, this is something in Combat which is a huge system, so by trying to whittle down the specific cases reported by players it'll help us get there faster.
Also admittingly we've been a bit quiet on the issue, I've made posts myself but here's what we're looking to get sorted alongside this.
Fixing the issue where on killing a boss defensives don't work (this has become more of a prominent issue with Ambassador kills and people dying after killing him during his Mage Barrage)

I believe you'll be told you have to kill him there and then or lose your streak, can't recall

For the last hour we've had an outage on five worlds in RuneScape, this has been a network issue which left accounts stuck.
We're in the process of bringing these worlds back up so you can access your accounts once more.
Unfortunately due to the outage, if you were one of the accounts stuck on these worlds you may find that you've lost up to fifteen minutes of progress prior to the crash, this is something we can't recover
