I'm sorry to hear that you are unable to find Brigid in the settlement.
Could you provide us with a video showing that Brigid can't be found anywhere in the area so we can forward this for investigation?

The issue has been brought forward to the Game Team for investigation.
Make sure to check News and Announcements as every important information regarding updates will be shared there.
As @azullFR stated, the workaround would indeed be to go to another city and change your mount to a horse.
Please note that with Post-Launch support for Assassin's Creed Valhalla coming to an end, the development team is unable to address this particular issue, so I would advise sticking to this workaround for now.
