Every player actually does have a hidden, casual MMR that changes in the exact same manner your ranked MMR does! The issue here stems from the fact that players of a higher ranked MMR play casual less for the most part, so due to a lack of information, the casual MMR system puts them in with different caliber players.

Hey Bill! Do you have a clip or anything specifying which issues you're having specifically on Xbox? I don't recall seeing any other reports specific to the Series X, and would be interested to take a look!

Unfortunately not! There isn't a set way to upgrade the game - what I recommend is taking the money you'd spend there and then putting it towards in-game credits to get the ops you'd like!

Here are the minimum requirements [support.ubisoft.com] for Siege!

Theoretically no, but the Intel 620 has definitely surprised me in the past with what it can handle on low settings. Still wouldn't recommend it though!
