One of the devs responded to the bug report. They said that the floors being destroyed are actually props and not building tiles. The reason for this is so the majority of the concrete floor can have a slightly lower z value, allowing building floors to overlap it. A prop floor being destroyed causes a chain-reaction of surrounding props to also be destroyed that aren't supported by building tiles.

Someone else reported this today with a video. I put in a bug report for it and I'll add a trello card now.
