Hello, you can only sell the coupon if you get the Upgrade for coupon for 750,000 mission points. The 9th stage only brings you the loading screen for the event. This is explained here at the end of the article (and in all future event articles)

Hi, Dragon Boxes will disappear from inventories on 28th Feb. There may have been server issues over the weekend, which causes inventory display issues.

Hi! You get the vehicle at 8 stages, which is a non-tradable coupon. 9 stages brings the Call of the Dragon loading screen.

To get a tradable coupon (where you can sell the vehicle on the Market) you need 750,000 mission points

Also if you saw them as soon as stage 8 started, they may have purchased it with Golden Eagles.
