We have various sales throughout the year with different vehicles, even if the vehicle you wanted isn't on sale this time, there is a chance it will be during the next sale.

Yes

You can turn those off - go to the research tree of each nation and type (Aviation, Army, Bluewater, Coastal), scroll to the bottom of the tree and tick the "Show the remaining bonus in headers" box. It will turn the RP bonus bulb off.
