MCC on PC, specifically Halo 3. I'm using wifi. Full bars.

Generally speaking, wifi is not optimal for gaming and I suspect that's the culprit here. Can you try a wired connection and see if the issue persists?

What are you trying to play on what platform? What's your internet connection to your device? What troubleshooting have you tried?

i do own the entire MCC, i bought it a while back. I've tried going to the settings and it did nothing, i'll check again tomorrow. thank you for your time anyway! i might contact steam support if nothing works or redownload the whole thing.
I can't think of any reason that the files wouldn't download automatically.
Do you have the option to download them manually?

i am on steam, in France. i did not get the update i expected to see, especially since i've seen some people in my area get it a few hours ago, when it came out early. i restarted MCC, steam and my computer a few times, nothing has happened. should i expect it for 7pm PT (4am here ?) since i'm in europe ?

You should definitely have the update. Can you load Steam, go to your settings, and game settings, and see if you can download Halo 3 from there?
Also, just to be sure – You own the entire MCC bundle, correct? And not just individual titles?
