[2022] Observer Fix

Hello, I'm the observer for an ongoing SEA tournament and I've been observing scrims and tournaments every week for ~5 months now. Here are some suggestions I have for the current observing kit:
- Add TOGGLE for scoreboard
- If one observer is following another observer, it should show the same: [1] show/hide Loadout, and [2] show/hide scoreboard (edit: or at least give an option to do so)
- Fix bug wherein you can't use the overhead cameras on custom lobby (happens <50% of the time but still big effect on observing)
- Fix overhead cameras on attacker spawn of ascent (if you switch to overhead cameras in that area, it will show the agent's back instead)

Please let me know your thoughts as observers or viewers on what you think they should add for Valorant broadcasts, thanks!
