Hovering over a bonus category will show a breakdown; there should be a "for personal merits" bonus listed there if you have the MMC flag:

The "For Personal Merits" flag effects Credits, Ship XP, and Commander XP. From DevBlog 318:
Below is a picture of the Shokaku's Free XP section, and then it's Commander XP section. The former has no Personal Merits bonus, the latter does.
That would indicate a problem. Gaishu has already escalated it.

Could be that the bonus isn't working for all the flags it's supposed to be. Checking my account shows the For Personal Merits does still exist, so this looks like a flagging/indicator issue.
We have verified an issue with the Military Month Contributor Flag. We are working on a fix now and expect it to be rolled out by tomorrow.
The issue has been fixed. The Military Month Contributor flag's contribution to "For Personal Merits" is being restored now.
