Hmm I'm not sure of your question exactly? I'll try to just give some baseline info and see if that helps.
RNG (Random Number Generator/Generation) is the randomness element that is programmed into this game (as well as many others). It factors into a lot of aspects of our game ranging from dispersion to matchmaking to what you receive from a container (among many other things).
If you're asking about our Randoms matchmaker, it does not factor in things such as amount of total matches played (outside of the protected matchmaker for the first 200 games for a new player playing Tiers 1-4) or win rate. It's truly random based on the amount of people in the queue and making an even team composition in terms of the amount of ships/ship classes on each team.
