Mods are for that. Your problem with traders isn't my problem. So just mod it.
Modding is not the solution to poor game design.
It is the solution to subjective opinion, though, and not bad game design.

As already addressed, Rekt is your farmer food/water/partial healing guy, All three things you NEED in the early game. This is also the most likely time you actually will set up farms as it's where most players are likely to make their main base. One or two points into LOTL early on is not a game ending expense, indeed, it's a very smart one even if you didn't have access to Rekt in the forest biome. Putting it off till later is why so many struggle with food in the early days.

Jen is a dedicated medic- Great for when you're just beginning to encounter more dangerous enemies and larger enemy counts inclining you to take more hits more often and therefore get critical ailments that need medicine to fix, aka, trader 2.

Bob is your vehicle guy, great because at this point the distances you're having to travel in general and for quests is getting a bit too long to keep doing on foot/with a bicycle.

Hugh comes next in the snow because this is where you're beginning to encounter irradiated and more durable enemies with much more frequency, all of whom hit harder than normal zombies too- So not only are they harder to kill and so keep yourself safe, they do enough damage that just a few hits unarmored is death. Lumberjacks have a ton of HP, Bears and Mountain Lions galore, etc, the animals especially would gleefully 1v1 an unarmored foe.

And lastly Joel with the armor comes in when you're entering the final stage of the game where just being in the final biome at night is a nearly endless onslaught of zombies and you're doing the most dangerous quests that regularly have you confined to a small room with numerous enemies- Dodging everything is no longer an option at this point, you WILL get hit, So you NEED that armor.

Edit: If it wasn't clear, the above is Also a perfectly acceptable order- And so, subjective to the individual what the most 'ideal' order is, just like your own is OP.

Personally, I think Bob should be FIRST because I am so SICK of walking/bicycling everywhere. Gib vehicles pls. But, that's throwing all the newbies and less skilled players under the bus so I'm inconvenienced less by travel times, and based solely in the fact that I usually get hit maybe 10 times total before I'm level 40; And 8 out of those 10 are a pack of dogs that surprised me. So for me, medical supplies are moot, I find more than enough, and food/water/armor/weapons are all easy to acquir too, imo.
