Same as always. Game is CPU-bound, and if you have any bottleneck there it will kill your performance.
This isn't a GPU-bound game like you are used to playing. Dropping a 4090 into an AMD 2400X isn't going to do you any favors here.

Then why does it not state that in the minimum to recommended requirements? All it says is this for CPU:
3.2 Ghz Quad Core CPU or faster

Well what gen quad core? When this game released the latest Intel processors were of the 4th Gen variety (Haswell). I had just got an i7-4770K at that time. AMD was on Bulldozer (FX-8000 series).

So are these acceptable CPUs to get best performance out of the game? Because I currently have an i7-9700K with a 1070 GTX and at 1080p on high I'm getting around 60FPS. I can't imagine it would be doing that with those over a decade old processors.

They need to update their minimum and recommended specs.
YES THEY DO!

I have been complaining about this for nearly a decade now, and since 2016 have been pushing them to update and change it. I have even posted suggestions for what it should be like based on the experiences I have helping people out and doing my own testing on a large variety of hardware going back to 2010.
