reproduction:
see in screenshot how mouse-hovering over the skins buttons position in the CLOSED dialog shows the tooltip (AND clicking will indeed select that skin)
closing the oil harbor dialog does NOT resolve this, the next time it is selected the problem persists

I'd be happy to get this reported up, but there's some troubleshooting steps I'd like you to try just to rule out the most common causes of problems like this.
