I just noticed that there is a new Good "available" in the Docklands; Black Tea. I can find no use for this in the game, and no reference to it in the Wiki. It has the same icon as bread. If I try to set up deal to buy it, it says it will exchange 50 Work Clothes for -214748 Black Tea.
This occurs in two game saves, one has New World Rising enabled and the other does not. It therefore seems to be associated with GU16 and not with DLC12.
