Hi, I googled my problem and several people have similar problems with this specific AI player's quests.
He wants you to equip specific items in administrative offices but when you do, the quest doesn't get completed.
In my specific case, he wants me to equip a positive edict in any administrative building. The quest gets detailed in it's description where it says, a positive edict is any edict that does not harm the population in any way. I sailed to the vendor who sells edicts among others and bought and rerolled and so on and I tried really any edict I could get my hands on. I equipped them all in my town hall but no luck.
Considering how long this issue has been known I'm bewildered that this has not been solved yet. The least that could have been done is remove these quests until they are solved or remove them alltogether if need be, most players seem to reroll their campaign anyway until mr smith is not included.
I'd not complain about it if mr. smith wasn't also a very annoying but powerful AI player who is on the brink of going to war with me because I - wait for it - build mines and decide what the papers write. And when he does go to war with me, he kinda ruins all my trade routes. So I'd rather put some lotion on his hurt butt, yet quests like these cross my plans a little bit.
Long story short, is there anything to be done about this situation? Who do I have to flatter?
