If I remember correctly, this issue has only started to occur since the last game update. I'm not 100% sure though, but it did strike me as odd when I first saw it, so I'm quite sure I msut have gotten used to Cultural Outreach functioning as intended and expected, without any issues at first.

I will try to capture the screen shots. One question though, is there actually a way to show both the Palace screen AND the rewards screen at once, so in a single screenshot? I wouldn't know how.
