Perhaps I am misunderstanding, so please correct me if I can wrong. I can see in the image that just above, it does state that upgrading will increase the storage capacity.

If you are able to provide 2 images showing the difference between passage trading posts and other trading posts, that would help.

This was checked in with the team who have confirmed that this is indeed a bug.

It is being looked into at the moment, however we don't have any updates at the moment, sorry for the inconvenience!
