It looks like the team is investigating this issue. Could you create a case on our support site and upload your save file?

Happy to hear that you have found a solution on this in the meantime! 
I checked about a status regarding this, but I was not able to find an issue where the queen wouldn't want to leave. There is a known issue, however, where the queen does not appear. This is still under investigation.
