In Crown Falls, Cape Trelawney I have buildt some powerplants on my trainroute between the oil refinery and the oil harbor to minimize transport time. But for some reason the trains don't stop at the powerplant on the way to the oil harbor, I have even buildt double tracks along the way (as shown on the picture) and connected both to the powerplant.
Why does this happen?

Thank you for the image. How many trains do you have active on that track and do any of them stop?
Additionally, can you provide a video showing how long your track is and the location of your power plants? If you also try deleting a Lvl 3 Oil Harbour and building it back up to Lvl 1 does more Oil get delivered?
