Savvy Custom's Officer (Rare) has the "Affects Trading Posts and Ports" for its Affect Building value. However Taxman Tim (Epic) and Lady Banes, Proponent of Protectionism (Legendary) only have the "Affects all Trading Posts" for its Affect Building value. This appears to be a bug.

Just to follow up the initial query - I have double-checked with the team and can confirm that this is indeed working as intended.
Tim, in comparison to Savvy Customs Officer, offers additional perk called 'Takeover Lockdown', meaning that he is also able to prevent enemies from taking over your island through shared purchases. This effect is only applying to trading posts however, as you can only buy shares there.
