Hi!,
I have come across this problem twice now and I also read on reddit that people are struggling with the same issue. I have contacted Ubisoft support on both of these occasions but nothing was established to try and fix it. The support was friendly and professional and I got some suggestions as to try again and again and I did, nothing is happening.
I am completing the quest ' The Great Exhibition' which is to build a world's fair. I have done that and nothing is happening. I only get the congratulations from the queen and the 2 legendary items that come with it.
I haven't done anything to bug the game in anyway, I just continue to build up my civilization and the production chains to keep them happy.
It's gotten to the point where its sad that this achievement can't be unlocked. I really wanted the portrait that comes with unlocking the achievement.
I can provide screenshots and game saves if necessary to help resolve this issue.
