Can you try going through these steps to clear the cache files from Origin itself?

If you've already gone through these steps to clear your cache without any change, we'll want to be sure no other programs are preventing Apex from launching properly.

Security and antivirus programs are among the most common programs that can cause this to happen, so please try going through these steps as well to make sure Apex and Origin / EA app / Steam are added as exceptions to whichever programs you may be using.

If you're still running into the same issue after that point as well, a clean boot of your system may be needed.
