I'm very sorry, but we aren't able to help with banned accounts over Answers HQ. If Terms of Service has performed 3 investigations and are still not overturning their decision, it means they didn't find evidence that the ban was given out in error so the ban will remain in place.

Your account still exists. You just can't play Apex currently due to the ban that was issued.
