This can mean that the servers are offline or there is an issue with the authentication. But those issues are generally resolved fairly quickly.
If you continue to get this error, you will want to
uninstall the Intrepid Launcher, delete all files pertaining to Ashes of Creation, and reinstall the Launcher.
