The events system comes enabled by default even in dedicated servers, so you can enjoy Grave Matters in your server. HOWEVER, servers running modded maps wont be able to enjoy the event, as it is only spawning in Exiled Lands and Siptah.

These are not account-level rewards, just normal item drops like anything you would normally encounter in the exiled lands.
We intend to keep them a part of the game, but once the event is gone you’ll have to get them a different way (not yet determined).

If you are having trouble with the patch download, please try to reinstall the game and see if this pushes the update to you.
The current suggested workaround for those not receiving the update on the Xbox PC app is to reinstall the game, yes. We realize this is not an ideal, sustainable solution, but it is the only one we can recommend at this time. I’m sorry for the trouble this may cause, especially those with slower connections or data caps.

Are you referring to the PoI system that we implemented with the 2.7 update?
Currently this only works for Obelisks but our development team is working on expanding this system to other important landmarks and NPC spawns on the map.
You can read more on how this currently works in the patch notes
- Added new Point of Interest protection system. In this initial implementation it will protect obelisks in the Exiled Lands. This new system will periodically check the surroundings of these locations. Buildings found blocking access to these resources will be automatically destroyed.
- This is controlled via Server Setting, and comes disabled by default.
