[2022] All of my DLC’s are saying they are unable to verify ownership.

Try deleting everything in the Documents/Paradox Interactive/CK3/ folder, except any valued save games of course.

Does that help?  

Possibly a gamepass issue then.

If you make a new Window suser on this machine and log into it as that, does this happen there too?
