We seem to get this more on Win8.1 , I'm really not sure why.

try this:

- uninstall your nVidia driver
- reboot
- install the latest by fresh download from here:
Download Drivers | NVIDIA - reboot again

Delete that error.log then start the game again. Assuming it still fails, please send in new copies of all those files,thanks.  

This is a bit of a long shot, but I see your Intel(R) HD Graphics 4600 video driver is from 2014. Can you please check with AsusTek for an update, or Intel themselves:

I also see errors about a missing Microsoft DLL in that dxdiag, check out this page on that:

MSVCR120.dll Missing

For The newest Update of Windows 10 will not allow me to download the MSVCR120.dll from the Microsoft store even though I'm missing it from my Laptop. For example, when I tried to download OBS Studio answers.microsoft.com

If neither of those help ... I know it's a lot to contemplate but were you planning on going to Win10 at any time soon? If so now might be a good time!
