[2020] Did Soul Trap just change? Or is this a bug?

I just tried to soul-trap some mudcrabs to fill the empty soul gems I got from doing my writs, but nothing happened.

So I checked my Skills bar, and the slot where I'd had soul trap is blank.

So I checked my Soul Magic skill line, and the Soul Trap skill has been reset to level I and shows no experience earned on that skill yet.

Is this a bug?
