I can imagine this is extremely unwanted and frustrating... if reaching out to the Player in question isn't working... I would maybe consider reaching out to their AM/Mage?
This is definitely not fair on you or other Members of your Fellowship.
I can't honestly guarantee that the Fire Phoenix Artifacts will continue to be in the Crafting Rotation! But hopefully there will be opportunities to get them (other than trading Twilight Artifacts)
The Spire also does a rotation of Artifacts every 6 weeks. Again whilst I can't guarantee which ones will appear, THAT is another possible opportunity!
I know that sounds pretty vague. But I honestly don't think they'll do away with them completely, it's too popular an item. Im certain in time you will get it to Level 10

Hi @Bind Once you have researched and unlocked the first Technology of the next Chapter, all previous Chapter Story Quests become declinable allowing you to proceed and catch up
The total Spirit Essence a Player can get from going Bottom to Top is 63
Each Level is made of 4 Sections. Each section will contain 3 Normal Encounters and a Spirit Guard, and then you have the Big Boss at the End of each Level (3 Levels)
You get 1 Spirit Essence per Normal Encounter
2 Spirit Essence per Spirit Guard
and 3 Spirit Essence per Big Boss
