I had preordered For Honor for Xbox and got the highest edition whatever that was called at the time and all I want is to re-buy the game on PC and have my in game content / progress transfer, is there any way to do this through Ubisoft or anything? Any help is appreciated thank you so much!

Are you referring to For Honor?
If so - I'm afraid not, no there is no cross-progression in For Honor.
Your Xbox and PC copies will have their own progression / purchases.
