This issue impacts me also. Game on SSD, I7 6700K, RTX 2070 Super, 2x8GB DDR4 3000MHz in dual channel. This does not appear to be related to max CPU usage as capping FPS to 60 does not prevent it. It may be server related as the issue is not always present but when it is network performance notifications often flash at the same time of the stutters.
