I simply cannot find it. When I looked up the location of the option it gave me this.
Settings>gameplay tab>first option
The only thing I see are the presets options. Did they change it so that we can't change keybinds anymore?

I can confirm that currently there is no option to fully customize your keybinds on controller. There are several preset options however with more being added this week.
