[2020] game is dead/dying already?

Earlier I have opted in and out of multiple games and each game had 30-40 players max. I thought it was an issue on my side but my connection is fine. I even restarted the game twice, it didn't help (PS4).

Is it an issue with the servers or the game just has low amount of players already?
