[2021] Ravens' Rise does not give +2 to summon skeleton

Ravens’ Rise states that it gives “+2 to Spell Minion Skills”. Summon Skeletons do not receive the +2 because the skill does not have the spell tag but it will work for Summon Skeletal Mage for example.
