[2023] What if a specific champion player base decides to tank the champ's WR? Will that champion get buffed or is there an internal testing mechanism at RIOT HQ to see through it?

Basically the title.

What do you guys think is going to happen? How much do RIOT relies on playerbase stats to regulate buffs/nerfs? I have seen instances where rioters have said 'this champ player base isn't building optimally so the wr looks bad.' case in point AD sion/Tank sion WR. But what if such dichotomy is not visible?
