Question: are we expecting any card in the new Historic Anthology to be pioneer legal (therefore legal in explorer)?
No. The cards from HA6 are only legal in Historic. If you only want Explorer stuff, you only need EA1.
What are the odds that there's a typo in the Announcement?

Before rotation each year we refresh the 10 dual-color starter decks and ensure that all players have the cards needed to play them (so everyone always has decks they can play in the rotating formats). You're probably seeing the new cards added for that, and you can find those new decks in your Starter Decks folder.

As others here said, this is a bug and nothing intentional. We're working to get it fixed soon.
