Is this still ocurring? Is it possible to get to a shrine/settlement and teleport? Or join an Arena maybe?

Everything in PTR has already been pushed to live, but there were additional fixes in live that haven’t made it to PTR yet as they were pushed out quicker than our normal cycle due to the priority of them, so this is catching them up.

Can you explain what you mean that this has been ongoing since October? Have you had other instances?
