There could some aspect of it I'm unaware of, but it's totally possible they just felt the need to explicitly say that to avoid a bunch of uninformed people complaining to them about it.

I’m Jared, the new Executive Producer for Overwatch 2, and I’m so incredibly excited to be working with this team and community. There are a ton of exciting things happening on the Overwatch team right now, and I wanted to take a few moments to share an update with you.
But first, a quick note: Sharing plans before they’re finalized is risky. Development on a live game like Overwatch 2 requires constant juggling of urgent player needs, long-term ambitions, and live issues. It’s easier, and safer, to talk about the work once it’s nearly done and ready to deliver. That said, I think sharing our thoughts early is the right thing to do, so we can create a better dialogue between the development team and the community.
Please keep your feedback coming: we read it, we’re inspired by it, we use it in our development plans. Ultimately, we need it to ensure that we’re building a game that you want to keep playing for years to come.

Since introducing Defense Matrix, our new initiative to stop disruptive players in Overwatch 2, we’ve successfully taken action on thousands of accounts that we’ve found to violate the Blizzard In-Game Code of Conduct.
We have continued to listen to player feedback and evaluate our barriers of entry that can prevent players from being able to join. This includes the upcoming balance changes, bug fixes, including those that affect Mei, and core content updates we have planned for this patch. This delay also impacts the delivery of Overwatch League Viewership Incentives & Perks from the Postseason matches during the period between Oct 30 - Nov 4, along with the rotation of cosmetics in the Overwatch League shop.
Daily and weekly challenges will reset today, as well as the standard shop refresh.
