[2019] Audio crackling with the new patch

So i just started playing this game a few days ago and decided to wait until the new patch hit to continue playing. The game ran fine and everything was smooth before, but now when I go into any battle and fight enemies the audio crackles, pops, and becomes an absolute laggy and stuttering mess. I have an Inspirion 15 7000 Gaming laptop and have already gone through all the basic troubleshooting as well as uninstalling smartbyte (which many users of my laptop confimed will often cause audio issues for whatever reason) and still the problem persists, so I figure it must be the game itself. The audio is fine outside of misssions but during combat it makes the game grating to listen to.

Small update: This seems to mostly be occuring in the snowy areas. I'm not sure what specifically causes it to happen there but that area is especially prone to the audio bug (to the point where i think its exclusively happening there). Is anyone else experiencing a similar issue, or could possibly help me figure out the cause of this problem?
