TDLR:
- Make sure you have the Steam client up and running in the background
- If that doesn't help, verify your game files.
- If that doesn't work, please try a clean reinstall.

Already submitted a ticket, did what you had asked, and still to no avail, waiting on answer from ticket I had submitted a few hours ago.
