Regarding the Javelin. The passenger can shoot, absolutely. Players can also pull NSO-specific vehicles for non-NSO characters, if you'd like to spread the love. Just lock your vehicle to squadmates-only, then have them jump in the driver's seat. #planetside2
We've got a bunch of bug fixes in for the next update, even including some that are multiple years old. We also recently opened this new sub-forum that's been helpful for tracking purposes, so thanks for the submissions so far: #planetside2

NOshur. At least not right now. We started on it, were excited about it, and then got hit with setback after setback while trying to maintain the Live game. We have more team members now though, so pulling off a new future continent isn't out of the question... #planetside2
Mandate System's priority was pushed back a bit, but is still something we want to see happen. Sanctuary, on the other hand, was needed for both. Mandates system feeds into some of what you'll do in Sanctuary, and Sanc. is required for the first big update next year. #planetside2
Yes, though the change was overdone, and it shouldn't have been left out of the patch notes. Next week's update partially reverts the Exceptional II requirements, and reorganizes some of the directive trees visually (no gameplay impact) to declutter that interface. #planetside2
