My buddy and I have the identical problem. We both play on the PC and can't invite each other. While trying it out, we came across the "supposed" problem. If you are in the main menu of Rainbow Six and you open Ubisoft Connect, click on your profile in the upper left corner, you will see the following:
Offline - then you can click on "Set Online Status". There you should actually choose between "Online", "Do not disturb", "Absent", "Invisible". However, the fields are grayed out and you can't change anything there. Unfortunately I can't upload a photo of it because I get an error..

Hello everyone, I am sorry to see a few of you have had issues inviting friends to the game, where the options are greyed out for you in the Connect launcher.

To help resolve this issue or rule a few causes of this issue out could you please run through each of the following steps that have helped players in the past? > 

- Check your options in-game and check your squad privacy and make you set it to > 
 Settings > Gameplay > Squad Privacy Open
 
- Try clearing your game launcher cache in case your temporary internet files are causing this issue >

If using the Epic or Steam version of the game, try disabling their overlays via the launcher settings, in case they are interfering with the Ubisoft Connect overlay where you would invite friends to a game.
