I am facing some problem and I know There are not many people in a situation like me. I don't know how to solve this problem.

I am living in Hungary at the moment but I am from South Korea.
So my steam is Korean account which means I pay for games in KRW. (and I want to keep that way because I spend my money from my Korean bank account.)
But still I am living in European country maybe that is the reason why Ubisoft store can not redirecting store to Steam and I can not purchase R6 credits at all.

Can you solve this problem or at least tell me what I can do?

This is very likely to be the cause of these issues. If your Steam account doesn't match the region you're in it usually blocks purchases from being made. I would recommend reaching out to Steam Support to discuss your options with them to see if there's any way around this without changing the region on your account.
