Hello! I am very sorry to read that you did not receive your Operation Steel Wave charm.

Regarding seasonal charms - Our current practice is to only investigate claims that are 1 season back at the latest. This process was put into effect because R6S grows with every season, and it was no longer sustainable to investigate every claim. For that reason, I'm sorry to say this is not something we are able to investigate.
