Thanks for posting this and for the clip, I can certainly see what you mean and how this can be frustrating

I can see your FPS having some minor fluctuation. As your ping is consistent, have you monitored your PC's usage at all while this has been occurring?

If not, could you please give this a try and let us know the results? You should be able to use the likes of Task Manager to view the usage and load the game is putting on your CPU and GPU and check if it is spiking when in-game as this may relate to the performance.

Just to double-check, are you using wired or wireless connection? Also, which data center (server) are you connected to?

In the meantime, despite your ping in the scorecard showing up as normal, have you had a chance to go through steps outlined in the following article yet? If you haven't, give these a go and see whether problem remains.
