Why does it make sense? they made a character whose job is to do X then they take hte tools needed to do X and that's a good thing when character is not problematic?

Sam could just do a bit too much with nades at his disposal. With his nads and his gadget combined, he could singlehandedly burn all of Jager's ADS'.
