My mistake. Base operators, Year 1 and Year 2 operators will be unlocked at the start if you buy the Deluxe version. That's 16 operators for just $2 more than the Standard version. So now, go and refund it and buy the deluxe edition
The base ops or "Legacy Operators" aren't automatically unlocked with any editon of the game, however, they're super cheap and can be purchased for like 600 renown.
